A Critique of the Initiative for Public–Private Partnership in Passenger Train Operations

In this paper, we critique the initiative for public private partnership in passenger train operations, started by Ministry of Railways July 2020. First, examine each clusters terms parameters having implications on market and design coherence. The include category service (based running time), kms per week, hours week average speed. Second, present salient features bid conditions as documents released Railways. Third, assess such drivers initiative, coherence, bidding process timeline, criteria, concession period, issues competition, financial capacity, entry costs, set features, fare ticketing, terminals, schedule stoppages, haulage other charges operations & maintenance. We also draw lessons from our understanding experience container operators, where applicable. Finally, suggest a way forward stakeholders initiative.
